Yes. Upgrades (e.g. Hosted to Community) apply immediately with prorated billing. Downgrades or cancellations take effect at the end of your current prepaid billing cycle so you always get the full period you paid for.
When your 16th member requests to join, you will be prompted to upgrade to Hosted (up to 50 members) or Community (unlimited). Your club data, past events, and chats remain completely safe.
